I recently used sudo rm -rf /usr/local/lib/python3.6 to delete that directory because it had some files that i didn't want anymore.
However I just tried: python3 -m pip install jupyter and I am getting this error

Could not install packages due to an EnvironmentError: [Errno 13] Permission denied: '/usr/local/lib/python3.6/dist-packages/send2trash'
Consider using the `--user` option or check the permissions.

I recreated the python3.6 directory as well as dist-packages directory that I deleted (empty directories).

I'm not sure what this error means. I tried the pip install with sudo and I got this error:

Cannot uninstall 'pyzmq'. It is a distutils installed project and thus we cannot accurately determine which files belong to it which would lead to only a partial uninstall.

Any help would be greatly appreciated! Thanks!
