Ubuntu 15.04 is EOL. It was released in 2015.April (therefore 15.04) and was NOT a LTS or long-term-support upgrading to 15.10, then to 16.04 LTS. Once a release becomes EOL it's software is moved to old-releases.ubuntu.com (your machine will be looking in the wrong location). I would suggest re-installing a supported release, such as Ubuntu 18.04 LTS which has 5 years of supported life. 14.04 LTS is still supported, but it's 5 years are up next month; 16.04 LTS & 18.10 are your other options, but note 18.10 is not a long-term-support release.
