I created an Ubuntu 16.04 VM. Using the command line tools, I set the timezone to America/Los_Angeles to reflect my local timezone. When I bring up the "Time & Date" dialog from Settings, it shows the correct timezone and time.

However, the time on the top status bar reflects UTC.

I've restarted the VM a couple of times since I set the timezone, and it's still in this state.

I can't change the timezone from the gui, as I don't have the root password for this VM (but I am in the sudoers list).

I've seen this exact same question asked: Ubuntu keeps displaying UTC time despite setting timezone , but the solution described there, running "sudo dpkg-reconfigure tzdata" doesn't appear to do anything. It doesn't fix the problem.
