I downloaded 18.04 to a USB drive on my desktop, so that I could install it on a laptop. However, when I start the laptop with the USB drive plugged in, switch the default startup to the USB drive, it just sits there with a blank screen. Any ideas??

Welcome to the Ask Ubuntu, Can you explain how do you downloaded to a USB drive? Did you simple copy/paste or did you "burned" the ISO to the USB drive?

On the desktop, I went to the download Web site and told it to download and saved it to the USB drive -- perhaps that's what you call "burned"?
