npm package composer-cli not found, although installed in folder

I am trying to follow the hyperledger composer installation tutorial (https://hyperledger.github.io/composer/latest/installing/development-tools.html). After running npm install composer-cli@0.20, I get following output when running npm list:



$npm list  --depth=0

fabric-dev-servers@0.0.14 /home/paul/fabric-dev-servers
├── composer-cli@0.20.8


However, if I run $./createPeerAdminCard.sh, I get following error:



No version of composer-cli has been detected, you need to install composer-cli at v0.20 or higher.


Why isn't it recognized as installed ?



P.s.: I know of the local/global conundrum in npm, but what good is it to install packages locally if they don't run locally, especially considering the guideline that packages should preferably be installed locally.
