I deleted ubuntu log files yesterday because there was 64.5gb log files(ubuntu partition is only 100gb and total 1tb hard disk) . After that I restarted my computer and there is error message Error : file '/boot/grub/i386-pc/normal.mod' not found. Grub rescue > Changing boot order also doesnt work. Is it possible to damage windows system files?

I don't understand your 'damage windows system files' question ; if they were mounted when you issued the rm -r /* command that may have erased a few; but they won't be mounted now, so aren't in any more danger.
