I deleted ubuntu log files yesterday because there was 64.5gb log files(ubuntu partition is only 100gb and total 1tb hard disk) . After that I restarted my computer and there is error message Error : file '/boot/grub/i386-pc/normal.mod' not found. Grub rescue > Changing boot order also doesnt work. Is it possible to damage windows system files?

The one file you mentioned isn't a log file, nor in a log directory, so I'd check what you actually deleted (by looking in your bash history for clues) as your description of how the problem does not fit your issue.

What exactly goes wrong? No, Ubuntu will not touch Windows files, or anything outside its own partitions for that matter. Whether or not the error message means anything is hard to tell. You could dosudo update-grub
and see if the message goes away.

As I read your other question (askubuntu.com/questions/1138330/…) you have deleted a lot of your system, which is why GRUB fails (stages 1.5 & up you removed, so it's pointing to an ~empty file-system). I don't understand your 'damage windows system files' question ; if they were mounted when you issued therm -r /*
command that may have erased a few; but they won't be mounted now, so aren't in any more danger.

The one file you mentioned isn't a log file, nor in a log directory, so I'd check what you actually deleted (by looking in your bash history for clues) as your description of how the problem does not fit your issue.
