I have just installed Ubuntu server 18.04 and for some reason when I try to move a window around the move is terribly slow. One I "let go" of the window the mouse then moves freely like expected.
The mouse is a USB wired mouse as is the Keyboard. The keyboard does not have any issues typing and all key functions work as expected.
The server has 32 Gb of RAM and dual Xeon quad core processors.
