  1. If you have any Oracle or Java PPAs enabled in /etc/apt/sources.list, then remove them by prefacing each line the contains either java or oracle by a # character which turns that line into a comment.



    sudo add-apt-repository --remove ppa:PPANAME



  2. Update the list of available software.



    sudo apt update



  3. Uninstall all of the packages from the last code block in the question and also uninstall some unnecessary packages that are left over after the upgrade from Ubuntu 14.04 to Ubuntu 16.04.

    sudo apt remove -f oracle-java8-installer
    sudo apt remove -f oracle-java9-installer
    sudo apt remove -f ca-certificates-java



  4. Reconfigure packages. Close NetBeans and Java before running the following command:



    sudo dpkg --configure -a



  5. NetBeans works best when installed along with the default Java for your OS. Open the terminal and type:



    sudo apt install default-jdk netbeans  



If you haven't installed Oracle Java previously, NetBeans should detect the Java path automatically, but because you did install Oracle Java previously I expect that you will need to manually reconfigure the Java path in order to get NetBeans to recognize it. In order to add C/C++ functionality to NetBeans follow the steps in this answer.
